I mean, you could use something like AdBlock Plus to block the specific banners you don't like on your PC, but that will mess up the forum layout a bit every time it hits one of those banners.
It is supposed to be what ones the community likes, after all - not a person's individual tastes.
That said, you could also (as was mentioned) use a Greasemonkey/Tampermonkey script to force it to be a certain banner, but I have no idea how you'd set it to pick only the ones you wanted and keep them rotating - probably would need to put them into an array and have a random function pick a random number from that array.
A certain fixed one is easy, though.
I would approve of this submission and hit the campaign trail to support it.

If anything, the problem I saw with these was that they seemed too simple or plain or minimalistic, but anything beyond this felt overly cluttered, though having larger title things would probably be less intrusive in ones with more whitespace like Kyo's. Thoughts?

I'd argue the English isn't really that important.
Surely the fact that you came to BL is what lets you know you're on BL, not the banner that has Beast's Lair in English.
Only use Japanese, maybe we transform our acronym from something that sounds like a yaoi wonderland to MnM and get mistaken for a candy instead.
