According to the wiki, it's a skill that increases one's chances to be targeted by the enemy. I'd quote it directly but I'm on mobile so just look it up here yourself: http://typemoon.wikia.com/wiki/Skill
of course the wiki isn't an excellent source but I'm pretty sure it is right about that.

In seriousness, it's just a way to help your sheets stand out. It doesn't have to be much, but even just a beam attack that "does a thing" or "has a side-effect" or whatever is more memorable to read than a regular beam sword. It's sort of like adding "personality." A character with an interesting personality has quirks or flaws or whatever, and those characters are more interesting to read about and stand out more than characters lacking in those things. In the same way, adding flavor to your sheets makes them seem more memorable and interesting.

Yeah, but she's not the real Jeanne. While in Drifters, we're supposed to buy that she become a crazy pyromaniac because she was burned, while ignoring pretty much every other part of her life. Because in these kind of series, peoples apparently can't go trough awful stuff without becoming bastards themselves.

It's more like "the enigmatic evil entity that is the true antagonist of Drifters locked her mind in her most agonized moment, gave her flame powers and brought her over to another world", actually. And as Toyohisa points out, she's not exactly gone full pyromaniac, rather, she enjoys using her newfound power to kill.
Even if you say that, a villain that is primarily motivated by their rage against those who unjustly betrayed them shouldn't be constantly grinning, laughing and obviously taking their time enjoying killing each person they slay. But since she does exactly that, her "tragic flashbacks" and "sympathetic moments" honestly feel taked on. Also, if someone were truly to have their mind locked in the most agonized moment their life, they would be less "badass murder machine" and more "screaming wreck lying about uselessly on the ground".
Also, yes, I read the manga. Wasn't impressed, if you couldn't tell.
