I was going to say she's not that obscure, but then I remembered I only know about her from The Blithedale Romance, so I have no idea.
There are a lot of interesting historical figures that are tough to make into Servant - Octavian's one I've been struggling with for a while - and Zenobia definitely fits that category. Honestly, your interpretation didn't do much for me. I didn't see much point in making her a Caster to just have her as a fairly standard melee combatant, and a Noble Phantasm that is based on something she wanted to happen but didn't actually just seems like an odd choice. I liked the personality and stuff, but mechanically she's underwhelming, to me at least.
It was to summon her best general, Zabdas, who led Zenobia's army to conquer Egypt and the surrounding lands. The poor guy was hopeless against Aurelian, though; he was pushed back constantly until his final defeat at the capital.
The NP summon is just him alone, and act as more of a bodyguard/emissary for Zenobia.
