Higashide was likely the one who wrote Shimousa considering he's the only non-Nasu writer that has a background on Japanese stuff in his previous works(Ayakashibito) and EoR being the other writers doing their own thing,plus considering how much Sakurai likes Victorian-era lit(ex:Sherlock Holmes) there's no way she's going to pass up an opportunity to write a chapter about Holmes and Moriarty.
