It's true that Kiara is not a Heroic Spirit or anything and her being summonable is pure fanservice without excuse, though. The mats don't really try to explain this, either.
What does this mean? How does this work? The world may never know. If she ended up being an existence notable enough to be summoned, it would probably have made sense for various entities to know about her in advance, so I guess this was the only way?maybe due changing her way of thinking upon death, she left a portion of her power behind as an Alterego and accepted for it to be summoned by Chaldea in the future.
I'm glad the mats address that Andersen in CCC and F/GO comes across as a little different, though.

It's pretty obvious. She left her saint graph data behind just like BB gave us the data of Melt and Passionlip and then we use the data to summon her. Nothing new really, it's part of Chaldea's summoning system benefit.
This is, hm... kinda like Spiderman bringing Venom to Earth, in a sense.

Can you summon anyone from just 'data'? Can you 'program' Doomguy and then summon him or is there some sort of a requirement of it being historical data? If Kiara can get by with 'the data of that chick we fought two weeks ago who's like 12 now in another world and isn't even a wraith', what other dumb stuff can get in? How hard is it to create a Saint Graph, what requirements are there, could someone with Moon Cell at their command actually literally make anything out of their ass and then make it somehow summonnable in another world that isn't even a Moon Cell timeline?
I like Kiara, but The Heaven's Plothole doesn't seem to have a bottom to it.
It's not data that's important. It's the record. Kiara as a Beast was a Servant, that in some ways she had a Saint Graph. Of course Chaldea doesn't seem to be capable of summoning Beast Level Saint Graphs, but if it's in the bound of a normal Servant, sure. Like Chaldea can summon Ivan, who while is Ivan the Terrible from history, also isn't. No way van it being accepted that Lostbelt Ivan can be summoned under the normal rules. But he is.
Kiara has a Saint Graph because she became a Beast. And a Beast for all the things that it is. Is still a Servant. That is they both have the same structure

Again, Moon Cell does that all the time, but with those not qualify for servants it summons them as NPCs. BB also created the Alter Ego out of her own data and the data of some goddesses. Chaldea can even use the data of enemies to create simulation battles in Chaldea Gate, it's basically how you farm mats and exp and qp. Very easy for Moon Cell because it can create souls, harder for Chaldea but the only requirements you need are the blue particles (which stores the saint graph data of the servant) and some mana. According to Tamamo, normally to summon a servant you require a ridiculous amount of mana, think of the amount like water in the ocean. But with Blue Particle acting as supplementary material, this "ridiculous amount" is like water in a pool.
