EDIT: They might be "divine if Nasu says they are" but seen from an out of universe perspective Lovecraftian horrors were never "conventional" deities (though some posed as one, most notably Nyarlathotep).

They are divine in Nasu due to syncretism. Yog is Sut-Typhon and Cthulhu is implied to be related to Myouken/Amenominakanushi.
Getting Divinity is very simple, you get worshipped by some ppl you get it. Heck Leviathan has divinity.
