And with respect the province rule, he showed great tolerance by giving freedom to the conquered peoples to practice their beliefs and customs; and at the same time, he prevented military insurrections by monitoring the satraps and the provinces with his inspectors, the "Eyes of the King" and the "Ears of the King".
    Indeed, the First was a benevolent king, who didn't bind down the people, but instead loved the culture and exchanges, and made the country wealthy.

    He became determined to become not a benevolent king, but a War King.
    Leading a massive army several times larger than the looming Macedonian army, he clashed once and again with a fierceness surpassing that of mere interceptions, and even after being defeated he always came back to obstruct king Iskander's way.
    Without losing his bravery even after being defeated once and again and again.

    Why?
    The traitor Bagoas and Iskander were different. The difference between a scoundrel that plunders the country and abuses of the people and somebody that doesn't is evident. Iskander, Alexander the Great; at the very least, he was not a villain. There was no doubt that he was suitable to be a great king around whom the conquered kings and generals and peoples gather and become retainers.

    I will stand as an absolute wall against that great king.

    And some bits about his design: his skin is black by association with Hassan (from the same area); his clothes are inspired in Avenger (also Zoroastrian); their violet/ultramarine design is to contrast with the red Iskander; and the horns is because Iskander is also called the Two Horned King, but he doesn't have horns nor a helmet or something, so they could make it that he took the title from Darius.

    Only the mission to expand the Roman Empire and make it prosper is not lost; thanks to it, if an ally approaches him citing Rome a luck check occurs, and if successful he restraints his rampage.
    If the contact is by a person with ties with Rome the check occurs with a plus. That is to say, if he is approached by the likes of Nero or Romulus he would be able to reliably restraint himself.
    However, such restraint is just a condition of standby, and it's not like perfect communication becomes possible.

    Glory of Bygone Days
    The memories of the four years when Caligula lived as a wise king don't soften his madness; they actually accelerate it.
    He obtains a plus modifier to his resistance against mental interference and the like, and he raises his strength parameter temporarily if fighting unarmed, but every time Caligula uses this skill he also suffers damage. The rampaging madness makes his spiritual core grate.

    NP: Flucticulus Diana
    Rank: C, Type: Anti-army, Range: 1~50, Targets: 300 persons
    A wide range mental pollution attack that disperses his madness through the moonlight falling from the sky.
    His madness manifested because of the love and protection of the Moon Goddess Diana (equivalent to Artemis from the twelve Olympians)... such legend sublimated and became this Noble Phantasm. Against, for example, an army, it would most probably give place to a most pitiful tragedy.
    It's use condition is "it being at night" (not applied in F/GO).
    It doesn't work against people connected to the goddess Artemis.

    There's still the bit (that I think is also in the game) of how the NP is the sublimation of the *legend* of being loved by Diana, and some bit in the historical profile of how roman people thought of madmen as loved by the moon, so I guess it's still on the open if his madness was actually caused by the goddess (you could argue it's unlikely since he was already living in the Age of Man).

    Then again, if the gods are fictional constructs in the first place the difference may be mostly academic.
