Her damage output is bad? Huh. I thought it was fine! She's one of the few characters on whom I use the Black Grail CE.
She gets a Charisma tacked onto her S2, so sorta.

As far as Caster DPS' go she's fine, but Casters DPS' are trash compared to nearly any other class.

Nero caster had good damage, but she also has a 80% Atk buff and a 20% Np buff, so she more the exception than the rule.
