Basically this Tamamo is the normal one (she will mention this traumatic event later when she reverted back to normal), got changed by Scathach, went cray cray for awhile and returned to normal. But Chaldea being Chaldea, we have saint graph records which means we got the data on all of those swimsuits. So we can summon the swimsuit versions through such data and there you have shark. Also:

In Nezha's interlude, Caster Tamamo summoned shadow Cat and shadow Shark to fight for her, so Shark is pretty much another alter ego directly born from the OG herself (like JK Fox in Extella) but not part of the Nine (born from her cutting off tails)

Do your buildings affect anything in part 2 of the event? For example: if I choose to level the island and not rebuild anything, does that have consequences for the part 2?

Only with the statue if I remember correctly, you needed it to advance in a main quest of part 2

The statue is the only one that's require in part 2 by a certain point.

3 stars per turn is shit tbh, don't bother unless you already have one from your failed rolls. She makes some crit stars with the crit absorb skill, but I'm also using crit gens beside her.
