Very, very, very rarely they do. I think most CEs never got one and the rest got it once or twice.
Them appearing on the banner is not a guarantee that they are in rate up, always check the details to see.

I never need CE rateup's because they're all I get when I try to hunt for Servants. Except K-scope. Almost three years and still not a one.

Started Legend of the Galactic Heroes (14/07/23), pray for me.
Event CEs are basically the only ones that ever get rate ups. As we saw with the new banners, the CEs released with the Apocrypha crew were not rated up. Just entered into the general pool despite being on the banner. Makes me sad, it may take a while to MLb the new 5 star CE. Also wow. First post on this forum since 2012. Talk about being away for a while.
The god-tier CEs are always on rate-up on the story banner/s
