Holy shit Urobuchi's Spartacus is so much better than whatever Higashide did in Apocrypha. SIN is the best this character has been (and will ever be probably).
That's sort of par for the course for all the Apocrypha servants aside from the ones actually made specifically for the story.
Remember that most of them were created by other writers. Spartacus was Urobuchi's servant, originally.
Yeah I know, but it's still a really egregious difference. The others might feel pointless in the narrative or their voice might be off compared to then they're written by their creators, but Spartacus feels like a different character altogether.
It really seems like no one even talked to Higashide about what he was supposed to be like and he had to write everything based on his impressions of the existing materials.
Though I guess it could also be the case that Urobuchi himself decided to write him differently than what he originally concieved after seeing his role in Apocrypha.
Shakespeare didn't impress me when reading but at least he was fun to watch in the anime. He might not live up to the concept but at least his ideals remained and he had something going on personality-wise.
What WAS Shakespere's purpose in Apocrypha anyways? Was his shitty last minute attempt at mindbreaking Jeanne the only thing he did of note?

Inciting Spartacus' rampage, making a sword for Amakusa, mindbreaking Fran and Joana and helping Amakusa hack the grail.
Also helps solidify (to the reader) that Semi's love is genuine.
Shakespeare wasn't really deep or anything in Apo but I thought he was a ton of fun every time he showed up.
Yeah, Shakespeare was pretty much there to be a narrator. Who didn't really get to narrate all that much, but at least he put some energy into it.

Shakespeare's a weird one. He was treated as a sort of meta existence, in that it's implied he sort of "writes" (guides?) the Grail War as it goes along. It's obviously not immensely impactful, I very much doubt he can empower the likes of Astolfo to 1v1 me bro Mordred or anything, but it's enough of a threat that Amakusa spent Command Seals ensuring Shakes wouldn't screw him over and destroy his goal for the sake of a good story.

I dunno, Astolfo isn't that far off from Mordred in terms of power when fighting all out. He doesn't have the raw power to put her down for good, but he could definitely stall her if he had some help. Rememeber, he's a Rider yet he never gets to use his mount before the end of the story.

Even sticking with the narration gimmick, have him use it in a way outside of observing people would make it seem much more potent. When a roadblock to the plan comes up, have shakespere write a way around it, which then 'just happens' to occur seconds later. Like "Then the jet Chiron rode had a critical engine malfunction". Like the ending of Bill and Ted 2, if anyone remembers that, only less corny.
