Most of the LDO are indeed genuinely terrible people and that's part of the point of them being Nazis. But that doesn't mean DI glorifies them inappropriately, when they have Reinhard himself criticize Hitler for his methods, or Bey mocking the Japanese for their Kamikaze tendencies, the very target audience of the game. The reason people are meant to be attracted to the villains is because of who they are as characters and their ideals as individuals, disregarding their Nazi ideology (or lack thereof for a fair number of them. Most of them don't believe in it).
Hell, I even think it's fairly vital to the game that they be Nazis, that a fair amount of them are in some way portrayed as perfectly normal people who were simply part of the military and wanted to protect their homeland (before DI turned them into superpowered beings anyway). DI doesn't glorify, but it also doesn't demonize the Nazis. They weren't all demons that uniformly hated the Jews and wanted to rule the world. There were both good people and bad people, people who believed and people who did not, in their military, just like any other. It's a vital part of what the story wanted to get across and it especially made the endings to some of the routes that much more heartfelt. They were also just very appropriate for the story. The writer needed a fairly recent event where a lot of people have died due to their atrocities, and an organization that had some fascination with the occult, had extreme ideals, but also a variety of people joining it who don't necessarily agree with those extreme ideals. They could make it some random secret society that's totally meant to be the Nazis but aren't, but at that point why not just make them Nazis? They aren't some entity beyond us as writers. Sure, it's possible to portray Nazis in fiction in a disrespectful way, but the very act of portraying Nazis is not in itself disrespectful.
Finally, the very fact that this was written by a Japanese for Japanese audiences should demonstrate enough that the writer isn't just throwing around Nazis disrespectfully. Frankly, if you can't enjoy the series because it has Nazis then it's really not for you.
