Nothing says they aren't in the Throne. Just that they're "Wraiths (Heroic Spirit Candidates)". I like to imagine there's one Hassan room in the throne and all of them are squeezed in there together trapped in a 17-way Mexican standoff until one of them gets promoted to "Real Hassan".

The Grail only sends its invitation to the Throne, though. And if that were true the Founders would never have incorporated the Assassin class into the Grail War since the whole idea is to follow the energy of seven heroic spirit spiritual cores rushing back to the throne at once to get the last "push" they needed to break through to the other side. There's no point if one of them just goes "Thanks but I'm actually chilling over here."
And also in Grand Order they'd be on fire.

Wraiths being basically leftover spiritual data means that when dispersed, they still have to go back to where they came originally, as opposed to hanging around because they mad salty. You know, like, grabbing Tohno and going, fuck you, you were supposed to go back, not stick around and creep out kids who just watched Another and remember there's a nobody in their class too.
Seriously I always thought that it might be one of those irony things Nasu likes to get at, that the very thing keeping the wraith types from actually being real boys was that they kept their foot in the door of the world, not letting themselves go fully onward into death and thus not actually ascending. Like, make a decision already.

So if your wraith happens to be going there, it's still going outside of the world which is what the three stooges are trying to get.
Though abandoned, forgotten, and scorned as out-of-date dolls, they continue to carry out their mission, unchanged from the time they were designed.
Machines do not lose their worth when a newer model appears.
Their worth (life) ends when humans can no longer bear that purity.
