She is Shingon Buddhism equivalent to YHVH, the primordial Buddha, the one with authority over creation and death from Izanagi and Izanami, has power over all other myriads kami. That is why she is particularly special compare to other gods. She is an outlier.
All of the other examples of sun gods you gave are those who only has partial authority over certain phases of the sun (nergal) and Apollo is more known for his other role, heck even Eresh has some sun stuffs to her now. None of them were deification of the sun itself and has a bunch of syncretism bullshit to it.
