Looking over profiles Raikou's at a disadvantage; Jeanne Alter's counter NP dunks on her pretty hard and she has the magical energy to keep using it. Raikou should have the advantage in close-combat by virtue of exceptional skill, but unless she catches Jeanne Alter off-guard with a well-timed slash or lightning strike, she doesn't really have a valid finisher.
Jeanne Alter probably takes it.
Does Raikou actually need a finisher or a noble phantasm against jalter? The difference between their combat abilities is not a small one. It’s kind of like basett vs most servants, fragerach doesn’t really help when they can just slice you apart the old fashioned way

Dunno about Jalter tho, but its probably not as easy for Raikou as I thought at first
I dunno, being able to shoot fire stakes GOB-style, bounce away attacks with extra fire thrown in, and that A-rank AGI give me pause on saying JA gets auto-owned in CQC. I don't think it's impossible for Raikou to win but the odds are against her. Though I do wonder how precisely her flag works; it says it catches attacks in the flag to reflect them, so is it not a barrier like Luminosite Eternelle? If it's just the flag's surface area, then Raikou has a lot better odds than I figured prior.
Didn't jalter have a tough time with demiya back in shinjuku? I would think raikou would have a better chance to overwhelm her in direct combat.

Raikou can use thunderbolts btw, she has mana burst (lightning), in case it's forgotten. We've seen it several times where it is coated on her katana or shoot out all over the place. She also can use a bow to attack from range.
