The problem is that she doesn't really have anything she can do against him if Emiya ends up doing actual archery.
Except maybe try to approach him with the help of her flag friends and speed. But that's likely to not end so well for her the moment Hrunting comes into play.
She knows Shukuchi, though. That should help immensely with closing the distance before he manages to snipe her.
Honestly there isn't much detail on her flag friends such as how strong they are or what they can do or anything like that with Iskandar.

Also, Shukuchi literally means shrinking ground, so if it's good for anything it should be covering large distances quickly.
Not saying Okita is high tier, but she should at least be able to hang with Emiya, more or less.

Let's be honest- when does Archer do the smart thing and snipe someone?
She's ridiculously fast, but is she faster than Cu? I feel like she's not as playful as Cu is when it comes to actual fighting, she probably won't get lost in the thrill of the fight like Cu did in UBW, the fight will go one of two ways- Emiya will find she's learnt from his leave-false-openings tactic and suddenly have his throat cut when she goes for the not-so-false opening, or she won't be quite fast enough to overpower him, and he'll just outlast her and stab her once she falters or coughs blood.
I'm gonna go with the Shinsengumi's strongest over Emiya.

If Archer actually acts like one and snipes with BP, Okita has no way to defend against that.
Melee, Okita wins and the funniest outcome is when the Shinsengumi gank squad just straight up murders Emiya.
In terms of instantaneous gap closing I would bet on Okita

In a straight fight I'd say that KH doesn't have much of an advantage against Scathach.

Serious answer, though: I asked this back when I was doing research for the fic, and general consensus at the time is that King Hassan would take it. Personally, I don't think we've seen enough of him after he gave up the Grand title and whatever power or abilities that gave him to know - for instance, would his regular Servant self be capable of possibly defeating sun-powered Gawain in close combat? -, but my gut feeling is that he should have a huge advantage if the fight starts with a sneak attack, but Scáthach would probably have an edge in direct combat because of Gate of Skye and her magical abilities in general.
