I actually wondered that too. I was watching Bleach on Toonami before it was over and then I thought of an idea for a Sion Vs. But I didn't follow up on it until now.
If she only stopped missing in the final act, it's not good enough.

As far as I remember, even starting with when Shirou first started, he never missed, so I don't really see your point.
Past accuracy is irrelevant to current accuracy. If someone becomes skilled enough to never miss, the fact that they frequently missed before does not somehow get in the way of their performance in a contest taking place in the present.

My thought was that, assuming both were practicing and improving at the same rate, the person who started better would still be better when they both stopped practicing.
Though, now that I think about it, that relies on quite a few assumptions being true that may not be.
Like people train at the same rate? or have the same latent talent that needs training to be used, the same determination to train, the same plot hax, or that Shirou improves just as stupid fast as kagome?
