Napoleon didn't destroy Surtur, though? It weakened him enough that Guda(k)o, Sigurd and Brynhild could seal the deal, but he was still alive and regenerating even after Napoleon's super cannon blast (empowered by the Counter Force, by the way, not just shounen-style power-up).

Doesn't change that an otherwise average Servant with a distinct lack of Mystery, sorry I mean Mystics do something Arashi reeee and the very vague backing of "hopes and dreams" (which iirc Surtr emphatically DENIED was the Counter Force) managed to injure Surtr severely enough that he had to stop and regenerate for minimum several minutes.
