Rin was able to kungfu the sh*t out of Medea in UBW though... even with "E" parameter in strength, it is still FAR better than an athlete right? Also, Medea has C rank agility stat...

I mean, Medea could probably bitch slap Rin with the force of a sumo slap, sure. But she's a princess of Colchis and a witch who has relied on her magic her entire life. She has zero combat experience, and that's what Rin was counting on- surprising her just long enough with the switch from magecraft duel to pure martial arts to get those hits in before she could react .

Pretty much this. Not only is Ciel significantly higher specc'ed, she also has tons more quantifiable combat experience.
Just look at how Bazzett in Prillya dismantled Rin, Luvia AND Miyu before she ever had to use Fragarach. Now consider Ciel is significantly faster and stronger.

It probably needs a lot of things to align perfectly... like how UBW!Shirou zasshu-ed the sh*t out of KingPika or that time when Kirei "defeated" True Assassin in HF.
It's not that farfetched though... I mean even Kuzuki technically beat Saber and Rider as well ( with the help of Medea).
It is not fire power that is lacking. It is compatibility.
It's like comparing Kiritsugu and Kayneth.
Kayneth just straight up dies not because he is lacking fire power, but rather because Mage Slayer > Mage.
Ciel vs. Rin will be similar.
Ciel is not gonna fight Rin in a beamu fight, because you would want to avoid what mages are good at.
She will just shoot Rin in the back with a reinforced machine gun.

That's one of the things that doesn't really carry over. Medea canonically has trouble carrying shopping. Her E, if E even really stands for ultra giga athlete, just sits at E because E is as low as the scale goes. Or maybe her E rating in Str is her rating after she's magically buffed her strength.

maybe it is in extella materials but I don’t think there was anything about her particularly in there, just Excalibur wank about how the sword could do things gods couldnt.

She was chosen as the trump card to slay Sefar, due to the holy sword's history with her.
For what it's worth, I do remember somewhere in Extella saying that Saber was picked by the Moon Cell because she's a Top Servant. I don't remember if anything else was elaborated, though - but it fits the original novel's proposition that King Arthur would naturally be one of the strongest Sabers ever.
