King Hassan's scenes were disappointing
Eresh's NP was disappointing
Nega-Genesis & "Only YOU can stop it Guda!" were annoying
Merlin and the Lahmus were cool
And I fidn't really care about Enuma Elish
It's a lot less awesome than a bunch of us were expecting, it leaves out a lot, no bonedaddy chopping the wings off the kaiju, and it had a bunch of Eresh in it, it's obviously disappointing.
That said, it's not as bad as the worst of the whinging is suggesting, worst animu 1998, terrible adaptation 0/10 and all that.

Being disappointing I can understand, even tho the reasons for that seem to vary a lot depending on the person.
But yeah this overall semi-hate is too much, I think, and reaching two polar opposites in terms of reaction is weird.
My guess is that episode 18 raised the bar too high and people were already expecting certain things (I made up a whole action sequence for this scene months ago, and it was indeed completely different), so the impact of not seeing them disappointed a lot. Coupled with some things that should've been there regardless of personal biases (like KH chopping Tiamat's wing), I guess the effect of disappointment was really too much.
But idk, I feel like it was so much that it crosses into, as you put it, "the worst of the whinging is suggesting, worst animu 1998, terrible adaptation 0/10 and all that."
They tried so hard to ride the hype off ep.18, but every single big moment falls flat.
Oh, and isn't that funny that Mr. "I can't do anything but build up my body a little" Ritsuka can freeform like Prince of Persia, react to lasers better than Matt and be better at saving his Servants than his Servants are at saving his own hide.

Yeah, it's almost like he had Merlin's flowers sticking to and guiding the path for him and those things are typically known for being really handy and helpful.
Merlin's flowers aren't present for half the things Guda does in the episode.
About the wings part, I've seen some comment pointing out that he did not actually cut the wings but taking the "horn wings" out. This probably refers to the rocket boosters function she used during ep 18. So he disabled its rocket function entirely, meaning she cannot fly anymore even with the wings intact. Maybe they went with this idk. Does not excuse the extreme lack of clarity tho.
As someone who has had plenty of criticisms for both Episode 20 and the rest of the anime, I'll just say that I still consider Babylonia to be a good anime overall. It's a bit early to give my "final" thoughts as there's still one more episode to go, but even at its worst Babylonia maintains a production quality that stands out among its peers. It's perfectly fine most of the time, phenomenal at a number of points, but occasionally stumbles in regard to direction or scriptwriting.
I'd put it at a solid 7/10, above average but not consistently great enough to rate any higher. I'd probably put a few individual episodes at a 8 or 9 out of 10, but not the overall package.
I reread the scene and Romani did said she's deploying the "horn wings" (角翼) like previously, so it is the rocket function, which is the red wings sprouting out of her darker wings. Then he said gramps 切断 (cut, disconnect) that wing. And if 切断 here is being used as in disconnecting the horn wing function from the main machine that is Tiamat, then it doesn't work anymore. Gramps also said later that he broke 1 horn (角), not that he actually cut the wings.
