Nope. He's the Archetype of Britain given draconic form. Quite different from Fafnir.

Dragon’s are Beasts of Gaia, as in they are on the planets side. Him becoming the avatar of Britain and him becoming a dragon makes sense since dragons are typically the Worlds representatives. Plus he did drink dragon blood to become that, which means by him doing so he was already a dragon really.

Something that occurred to me this morning was; way back when there was a licensed Yugioh game called "The Duelist of the Roses" based on the historical Wars of the Roses and in that game Seto Kaiba (or "C. Seto Rosenkreuz") wore armor of his beloved Blue Eyes White Dragon and I thought it would be equal parts ridiculous and awesome that after drinking the blood of the White Dragon, instead of turning into a dragon himself, Vortigern instead got said suit of dragon armor.
In fact, if Vortigern ever becomes a playable Servant in F/GO then he should look like this IMO.
