The meta reason is just because the author wanted to portray them like that. The afterthought justification would either be they had a prime as children or one of their skills applies that form for some reason. Most character design justifications are "don't think" material, like how people have headcanoned Cu's tights as some reference to body paint but it's really just because Nasu and Takeuchi thought the jumpsuit fit him for whatever weird reason.

Tokyo is a netherworld. I've only heard about Hades from English speakers and many machines translate "netherworld" as "Hades", so I don't trust this one bit.
Yeah that would make sense like why would Hades, a greek god, set up shop in Tokyo of all places.
