I wouldn't say he's the biggest monster, or really even a monster, but he is unnerving precisely because he's super jolly, yet also embodies the worst of human avarice. Not any monstrous traits, just human excess.

Gilgamesh is more of a monster because his frame of view is less human IMO.

I'd say there's nobody else in the series who qualifies as a monster as much as he does. Unlike Shinji, he isn't a shivering bag of inferiority & superiority complexes that hurts people without thought or meaning. Unlike Zouken, he isn't a hivemind of worms, constantly in pain and rotting for five hundred years, still trying to carry out a goal he set for himself and not remembering why. Unlike Kiritsugu, he isn't trying to bring about an end to evil by causing lesser evils, or stopping suffering by causing smaller suffering. Unlike Gilles, he isn't a madman driven to despair by the sight of human greed and pettiness having killed the messenger of his god.

Iskander's stated goal is World War 3, and he does it literally just for the hell of it. He's fully aware it's gonna result in millions dead, and he's gonna do it anyway, without even the paper-thin justification of "I'm gonna reunite the world!", or whatever other nonsense you'd usually associate with somebody whose goal is world domination.

Don't forget when he was challenging Saber he was going to race her to win. It's like first he tries peaceful negotiations but if they don't work he'll go for their heads.

So yeah while he's a tyrant (and childish), at the end of the day he's a fun character.

Obviously they don't even get close to Shirou but Extra Hakuno is decent. Foxtail Hakuno is also fun.
Though Extella Hakuno is awful, Link Hakuno is boring and Nikuiman was great for 1 episode before turning out boring like the others.

It's still like, the second or third best Fate anime, but that doesn't mean it's good.
