Unlike Shinji, he isn't a shivering bag of inferiority & superiority complexes that hurts people without thought or meaning. Iskander's stated goal is World War 3, and he does it literally just for the hell of it. He's fully aware it's gonna result in millions dead, and he's gonna do it anyway, without even the paper-thin justification of "I'm gonna reunite the world!", or whatever other nonsense you'd usually associate with somebody whose goal is world domination.
