I have to say that I didn't expect them to willingly choose to summon Nobunaga again after what happened last time.
I don't think she was summoned twice, I think she's just been here for two years. While the Church told Tsukumo that all the servants disappeared with the War, it's entirely possible the Army has just been keeping a lid on her existence since then, especially since they seem to suspect she stole the Grail, so it'd make very little sense for this to be a separate summoning of Nobunaga.

lol this is still a Keikenchi manga, showing naked Nobu.
On the first chapter it says Kanata travels back in time to the year 20th of the Showa era, this flashback chapter starts saying is the 18th, so we indeed saw Nobu being summoned for the first time for the previous HGW here.
On Keikenchi's manga (what little teaser he showed of the previous HGW) it showed that Nobu still had the same girl as master back then, so they are keeping with those details as well on this work.
Yeah, I think Sakamoto explicitly said Nobu is a surviving Servant from the previous war.
