Footsoldiers are currently pretty much useless for both his wars (they aren't going to do much more than delay a determined landing operation and they definitely can't be deployed abroad given the current state of the IJN, and they're little more than fodder when it comes to battles with Servants and magi). Sacrificing a squad or two to weaken or potentially get a lucky shot in on a Master, especially the Master of the most prestigious class, is easily worth the sacrifice even if he wasn't a.typical maguscruel and sadistic bastard
And it's not like this is anything new, Kamikaze pilots have already been put in use by this point in the war.

Where is this from?
We've seen that Master and Servant can be decently far apart (Saber staying at Shirou's home while he's out, Saber and Iri wandering town with no Kiritsugu), but the existence of Independent Action does make it feel like there's a maximum limit. I doubt the skill is designed solely for the situation of a Master dying.
Well I don't think they have plans to win the war or trash USA currently. If they wanted , war would have ended in pearl harbour if they took a servant with them.
To do what, the same but better? Pearl Harbor wasn't a pitched battle, it was a sneak attack. The only reasons they didn't inflict more damage than they did was their own poor planning, not a lack of firepower.
