Doesn't help it doesn't fall at the speed it's suppossed to., so it inevitably catches his attention .He still didn't let his guard down as seen when he blocked Okita's attack

Also, keep in mind that he blocked Okita's attack despite her being crazy fast and basically being that whole "*teleports behind you* nothing personal, kid" meme. Izou's good at what he does.
But yeah, if a mage throws an unidentified black reflective rectangle that floats in the air then you'd better pay attention to it. I have to imagine that the only reason that he didn't immediately slash it apart was because he was playing 5D chess and thinking "he knows that I'd slash it if he threw it at me, it's clearly some kind of magic bomb that activates when destroyed" or something along those lines.
Servants are loaded only with the general knowledge of the era they're summoned in. If someone throws a floating object that won't be invented for the next 50 years, he's bound to be confused by it. Taking his eyes away from the mysterious rectangle would be the stupid option here.

Even if the Grail gives them knowledge of the current era, the current era for them is 1940s Japan, the first push button phone wouldn't be commercially available for another 20 years, let alone a smart phone, and because it didn't drop like the brick it should be, lends credence to the idea that the item itself is inherently magical. Basically, tossing that phone and slowing its fall was the perfect move to confuse a man from 1800s, who had no fundamental understanding of magic and was summoned into an era before smart phones. This is a master stroke, and even with all that, the rat bastard still pulled out a block, god damn Heroic Spirits being badass.
That was a pretty good move from Kanata, but having to use a Command Spell to deal with Izou is bad. This is only their second battle.
Man Kanata is slowly becoming more kino as this story progress.

...While holding a hostage, your immediate next move is to hurt the hostage. Not to mention being a Servant he could jump to the next house over while carrying the hostage with no ill effect.
Mages in general pose zero threat to Servants, even second-rate ones like Izou. The only case where a Mage actually hurt a Servant was Rin blowing up Berserker (unless you count Selenike and Astolfo's plays) and that only happened because Berserker literally ignored her.

Kuzuki vs. Saber. Rin vs. Medea. Gilgamesh needing to pull out artifacts to defend himself from Rin's spell (and Ilya's, too, in the Fate route). Shirou cutting off Gilgamesh's arm. All have extenuating circumstances, yes, but there have been several examples of "normal" humans showing they actually can (or could) hurt Servants when the Servants leave themselves open for some reason.
Also, "crushing Rin with his bare hands" probably doesn't count as "literally ignoring her".
What, are you forgetting when Rin jumped Medea (shortly before she was UBW'd as Archer did his heel turn)? Mages can hurt most Servants if they can actually hit them, it's just that Servants generally have superhuman speed and reflexes and won't be hit in the first place. Also, they generally are tougher than humans and thus just hurting them won't be enough.
The main exceptions are anything with Magic Resistance or cheat invulnerability skills, which is a fair amount of them.
