Isn't Redline Nobu using her nerfed F/GO numbers as opposed to her original Koha Ace stats?
But in any case, yeah, Nobu's not really weak. She's not close to the top tier, obviously (Karna, Gilgamesh et. al. are kind of bullshit), but she's notably stronger than actual weak Servants like the Hassans or even Okita. She's fairly strong, in fact.
Either way, though, the whole Nobu US Tour concept is still fundamentally flawed since her master just plain doesn't know what countermeasures the United States have in place (remember, IJN intelligence suggested that Pearl Harbor would fundamentally cripple the US navy and prevent them from intervening in Asia; why would they have a better idea of the capabilities of American magi?), but also by that point in WWII the focus was very much on defending Japan itself and sending your superweapon away from where it can shoot down the bombers aiming at your capital is, uh, counterproductive.
The main point is that she isn't fast enough to really change anything in the war, after all she is "only" one servant, she can't be everywhere at once.
She is though? She's second rate even in Japan, let alone when you compare her to the world. Her stats are average, she has no particularly impressive skills, and her one Noble Phantasm can more or less be replicated by a common machine gun (her matchlocks are NOT magic in nature). Other than a bonus against Servants with high Divinity and Mystery (which on thr flipside becomes a malus when fighting a more modern Spirit) she could be Servant Joe Average, M.D.Wut.

EDIT: I forgot that Sandanuchi also has a separate bonus against Servants with the Riding skill. Still all too situational.

It's more just that Fate/Grand Order, even in the GUDAGUDA events, is slightly more serious than Koha/Ace. Or has more editorial oversight, I guess.
They did feel it worth noting that Nobu's stats got nerfed and Okita's stats were so bad they didn't even need to get nerfed, though.
As a gag in (admittedly) the best CE in the game.

I wasn't expecting Major Reiter to keep her Koha-Ace meme name, nor Magatsu and Reiter to keep their Medusa and Shinji color schemes.
Also, Magatsu was really dumb in offering Reiter an hypnosis cigarette. She immediately saw through him.
Hey, nothing ventured nothing gained. It's easy to fake as "oh, I was just testing you", but at the same time it's probably worth remembering that her Assassin is right there. Not-Shinji sure is arrogant to a fault, huh?
On another note, I guess we know why Nobunaga isn't out bombing the US: they don't trust her, and they want to use her to defend Japan in a kind of power-boosting psuedo-ritual.

Her name is just "Rider", as a reference to her original character literally just being Medusa. They changed Kohaku and Akiha to MC--kun and his grandma, but Reiter's name is much closer to the original (in design, too).
Watching not-Shiniji eat crow later is going to be immensely satisfying, they've done a good work of making him appear loke.an absolute asshole without any dog-kicking or mustache-twirling monologues. Curious about that previous HGW referenced that Nobu supposedly won, I don't remember that being mentioned before.
