Lore: Salome Alexandra, the Queen of Judea, was the only queen regnant of Judea. Prior to her reign, she governed some (though not all) of the affairs of Judea in her husband's absence. She was granted the title by her husband over his sons, Aristobulus and Hyrcanus. She was said to have brought in a reign of prosperity where everything flourished.
Personality: She deeply cares about her people and those that are under her protection, using her skills as much as possible to help them. However, she is still a Ruler class servant, so attempts to do this in such a way that she doesn't interfere with the Grail War. She holds no wish for the Holy Grail.

A slim volume constantly held in Berserker's hands, expanding every moment that Berserker exists. The autobiography of his life that he created. It was noted as being very self-glorifying and including many fantastical things, but also being the greatest biography of the Renaissance era. In this form, the book itself holds Berserker's Spiritual Core, as opposed to its normal location where it should be. This allows Berserker to tamper with it somewhat, granting himself skills he should not normally have such as Protection from Assassination, Demonology, Halo of Divine Retribution, or just about anything he can think of so long as he can figure out a justification. Naturally, this does strain his core, however.

In the form of a noble phantasm, it is the head of Medusa that he holds. When the true name is called, a petrification effect stems from it, the bodies of those around covered in a hard and nigh-immobile stone shell. But its most powerful usage only comes when Berserker is willing to sacrifice the metal in the vicinity akin to that described in the opera Berlioz wrote about him, including his jewelry and weapons and the Head of Medusa, creating a Bronze Automaton of Perseus, holding a huge sword, which aids Berserker. However, this leaves him vulnerable without much of his weapons or offensive tools.

Lore: Benevenuto Cellini, The Murderous Goldsmith, was an Italian goldsmith, sculptor, and author who was most noted for his Perseus with the Head of Medusa and the Autobiography of Benevenuto Cellini. He committed numerous murders throughout his life, but also performed influential acts that caused the Pope to keep cleansing Berserker of his actions.
Personality: A somewhat haughty person who loves bragging about himself. He doesn't like disagreements, and tends to resort to murder to resolve them as much as he possibly can. He loves goldsmithing and music, them primarily being the things he's doing when he's not attacking people (or even when he is). His wish on the Grail is to reincarnate and extend his Autobiography.

It was then that the priest ordered the two assistants to burn large qualities of the assafetida herb, which had banishing properties. One of them, being full of fear as he moved towards the brazier, defecated and farted loudly. According to Cellini the smell and the loud noise from this activity contributed to the scattering of the dead as well as the reinstatement of morale among the living, which in a short while were able to exit the circle, most of the spirits having departed.

The garden created for her by her husband, combined with a fairy garden that she created. Her main weapon of attack is a passive form of this Noble Phantasm, icicles being created through her concentration from her hands, or a chilling touch. When the true name is revealed, this Noble Phantasm would normally be used as a fairly supportive one. But dyed in her status as Winter Queen and as Avenger, this transforms, the original paradise garden replaced with a domain of eternal frost. The area around her ices over, snow shimmering in the air and creating a beautiful lightship. But this is extremely frigid, heat convection overcharged to steal the heat from those who enter, while she herself becomes closer to an entity of absolute frost. She can also materialize creatures in the form of snow golems, and just do those seperately as a partial activation.

Lore: Elizabeth Stuart, the Winter Queen of Bohemia, was the queen of Bohemia for less than a year. She was child of the English royalty, and the Gunpowder Plot intended to install her as the queen as a puppet. After her fall from queen of Bohemia, she continued maintaining that in order to try and get her son on the throne, which succeeded.
Personality: A (fittingly) cold and somewhat haughty person, she defrosts around the frosty creatures that she creates in happiness, releasing her emotions as someone who is fundamentally exhausted, barely keeping up the frosty facade which she bears. She deeply hates the Hapsburgs for their actions. Her wish is to have elongated their reign.

Berserker was able to lead and overcome the impossible battle of Gravia Inn, driving back a force of 8,000 with a force of only 120 men.
Liar's Deal: B-
The ability to form deals and contracts with malicious intent;the power to create Geas that put Berserker at a severe advantage without the person signing realizing the deception. If Berserker makes a deal or contract with an ally or enemy, Berserker is able to add in hidden clauses only he is aware of, which can range from nonaggression to giving Berserker what he wants. However, if one has a rank of B in Magic Resistance or Madness Enhancement, they can avoid the Geas' limitations freely.
Berserker made multiple deals with his Ottoman enemies with the intent to lure his opponents into traps. The contested nature of whether he was legitimately trying to ensure his own safety by betraying his fellow rebels lowers the effectiveness of this skill.
Filiki Eteria: A
A skill exclusive to those who were apart of the Filiki Eteria or Society of Friends, a secret organization dedicated to overthrowing Ottoman rule over Greece and establishing an independent Greek state. Berserker can form a miniature version of this organization so long as there is a greater threat to all the potential allies. Each member of the Filiki Eteria will gain a D rank in Combination when fighting alongside each other, and can sense the other member's location even if obscured by a Skill or Curse. This skill loses effectiveness when the greater threat has been defeated or members defect or break their loyalty.

A constantly active Noble Phantasm, Berserker is constantly imprinting the headspace he had during the Battle of Gravia Inn on himself. Differing from the effects of his Madness Enhancement, Berserker constantly believes he is seconds away from invasion from an overwhelming force, and this paranoia gives him the potential to always fight at his best. As he internalizes the concept of a "Rebel fighting a greater oppressor", by being under the headspace that he is being attacked by that greater force, he is able to be at his strongest.
However this is also constantly subjecting Berserker to paranoia, and unless he has a clear enemy to impose the title of "oppressor" on he can be unreliable or even dangerous to his Master or Allies.
If summoned as Archer, Berserker would potenially be capable of summoning the inn itself, as a "barricade against tyranny."
Lore
Berseker is Odysseas Androutsos, a prominent figure in the Greek War of Independence who fought as a rebel against the Ottoman Empire. Born from a noble mother and a klepht father, Berserker had inherited centuries of rebelling against the Ottoman's from his father, the klepht being the term for anti-Ottoman outlaws who had been stealing and fighting for centuries.
After a decorated career and becoming the leader of the Ottoman General Ali Pasha's personal guard, Berserker quickly became involved in widespread anti-Ottoman activities, culminating in the Greek War of Independence breaking out offically in 1821. A phenomnal warrior and leader, Berserker famously pushed back a force of 8,000 troops led by Omer Vrioni from an old inn, enough that the Ottoman's retreated to bring cannons to tear the inn apart, which in that gap Berserker and his men escaped into the mountains.
However, despite being promoted to the Commander-in-Chief of Central Greece, he was constantly facing sabotage or failures to meet his demands from the Greek government, resulting in several military failures. After killing several men meant to replace him and a failed attempt to make him stand down, Berserker regined unapposed as a leader until 1825, where despite more victories in his name he was repeatedly accused of trying to bargain with the Ottoman Empire to surrender his territory for a high position in their government.
Berserker was trying to broker deals with the Ottoman's, however these deals were being done were with the intent of luring them into traps or finding a peaceful resolution to the war. Berserker was still facing pushback and attacks from his allies even after all he had done and the sabotages he had faced, and in anger he did join the Ottoman's side, but was captured and exectuted without trial.
In his lifetime, Berserker was considered both a great warrior capable of immense brutality, but a patron of the arts who wanted the history and legacy of his ancestors to be preserved. His deals were done in an attempt to try and buy the Rebllion time or protect the innocent. He shook hands with people of many races and religions. He fought for the Ottoman Empire, he fought Greece, and had no greater aspirations than just being a warrior.
Personality
As Berserker, he encapsulates the image of a paranoid and angry mountain man, who is constantly expecting knives in his back and throws his whole force into whatever is ahead of him. While most of his personality has been sealed behind that mask of paranoia, what still is there is a love and desire to spread Greek culture as far as it can. A man who would spend hours discussing the nuances of Spartan military culture and Athenian philosophy until blue in the face.
However his paranoia is dominating to the point he barely trusts even his Master, and is constantly seeing enemies around him. He would likely be the type to kill his own Master should they misunderstand or mistreat him, as even if he dies then he dies free.

Personality: A cheerful and fairly casual person. He loves looking on the bright side of life, no matter the misfortunes that exist in the rest of it. He deeply cares about science, and can be frequently found experimenting with assorted pieces of gear that he can track down. His wish for the Holy Grail is to continue his work.

All evidence points to no as ghost liners are snapshots of the life of a great hero and are thus stagnant memories. I propose an alternative. While servants forget the specifics they remember the conclusions they reached while previously summoned. If mordred, son of king arthur, realized that he needed to step out of king arthur's shadow and stop seeking the crown of england in a previous summoning then he will remember that despite forgetting the specifics. If a ghost liner that know only hatred in life learned to love something in a summoning then they will retain that emotion of love to their next summoning. Such is my proposal.

Background
Once there was a giant. A giant the size of the heavens of earth who existed in the primordial chaos of genesis. Then a pair of three brother came upon him and butchered him before turning his flesh into the earth. from his blood the ocean, from his bones the mountains, from his hair the trees, from his brains the clouds, from his skull the heavens, and from his eyebrows the middle realm in which mankind lives, Midgard. However as the giant was torn apart, His rage still lived on and his spite turned into the being known as surtr. Surtr was destined by fate to destroy all the gods as the embodiment of ymir's wrath but first he had to wait. The age of god's was destined to end in Scandinavia but first he must wait for the given day to come. He was given rulership of the fire giants and muspelheim as well as a sword forged by the planet to bring the nine world's crumbling down. Eventually the twilight of the god's came and his flames burnt away the nine worlds to make way to a new earth with new gods.
However there was a different way things could have turned out. An lostbelt of history where things turned out wrong and a lone goddess rules over the land of giants. Fortunately this did not come to pass but an unfortunate thing but a curious thing about the throne of heroes is that summoned servants remember the conclusions they reached while previously summoned while forgetting everything else. While summoned in this history surtr learned of love by falling in love with his master. This left an impression on surtr who knew only anger and hatred. This causes him to fall in love with every female master who summons him.

Personality
He is best described as overwhelmed by emotion. For all his life the only emotion he knew was anger and hate. Once he learned of love he was overwhelmed by a spectrum of emotions from joy, envy, desire, happiness, jealousy, melancholy and sadness. He will spontaneously fall in love with any woman who so much as treats him with kindness and will become an almost obsessive stalker to her. This especially applies to his master as he will protect her from bullies and strangers trying to harass her violently and sometimes lethally, tho it does get them in hot waters with law enforcement and school authorities as a mysterious muscular stranger hanging out with a social outcast is a bit suspicious.
He can be best described as bipolar and his emotions can be best described as changing on a dime. He can go from happiness to mind splitting anger to regret to melancholy in a matter of minutes. This combined with his fire means that an entire continent could be turned to glass due to his sheer rage and so he must control himself.
While it may seem strange that the counter force would use someone as destructive as surtr it does make sense in a twisted way. Grands are selected based on their usefulness for the current task. Most situations require a scalpel but some situations require a sledgehammer. Surtr was selected because the current situation requires overwhelming strength and a lack of subtlety.

This does make him incredibly uncontrollable however and increases the chance for collateral damage.

Surtr was assigned rulership of muspelheim and rule over the fire giants before the promised battle. This allows him to create fire giants by infusing his fire into the earth and animating it. These fire giants are feral and need to be powered by his masters mana but they are efficient foot soldiers on par with a medium tier servant and disposable enough to cover an escape if cornered and not wanting to engage.

The truth is that ymir's wrath is just as fundamental to the birth of life as to it's end. The scathe of the branches is infused in the spirit of everything that exists and lives. It is similar to heraclitus's arche of fire and the zoroastrian Atar. It infuses the land and gives it life but it also burns away the land and brings death in excess. It is the very conceptual manifestation of fire as a source of life and death. Surtr's fire when backed up by the world can burn away the very soul of a being. It is absolute in destruction but also gives life and heals the land after a period of destruction representing the rebirth of the world after ragnarok
As for the connection to surtr's emotions... Let's just say odin was being a bit plagiaristic when coming up with a curse for brynhilde that connects fire and her emotions. While the fire of surtr is infinite. The amount of fire emitted is regulated by surtr's emotions. The more intense his emotions the stronger the flame. Luckily he was given a considerate master who commanded him to suppress his emotions to prevent calamity.
"I get it now. It's quite romantic. Healing the land and living a pristine world of flowers for man after destroying it. But we mustn't use it so much lest we cause collateral. We need to be subtle so we can understand what's going on."

The true form of surtr. The giant of the end who will destroy the world. This is surtr at his strongest. His strength increase to immeasurable level. His saints graph gains giants outer shells from his saber form and his sword gains the title "laevatein". In this forms he becomes destruction incarnate. He cannot be stopped or contained. His emotions are out of control and he is lashing out at the world to fulfill his role as the destroying giant.
His sword glows with the heat of the sun and he buries it into the earth and burns away the world's texture. This is the end of the world and the birth of a new one. It is employed only in scenarios where the strength to destroy a planet is require such as dealing with an ultimate one or a alien visitor.

When the true name is called, Assassin executes a supremely fast slash aiming for the neck and quite capable of beheading the opponent who Assassin wishes to kill. However, this doesn’t ensure fatality, the magic instead preventing dodging.
Lore: Kawakami Genzai, Hitokiri of Speed, was one of the four Hitokiri who were major assassins in the Bakamatsu era, alongside Okada Izo and others. In early life he didn’t hold much rank, and throughout his life only held low jobs, but his skill was supreme and capable of killing in a single blindingly fast strike.
Personality: A serious and somewhat stern person. He hates what he views as playfighting, people using non-full powered weapons as a practice tool. He can sometimes be found continuing to hone his technique and style. However, he also consistently performs tea and flower ceremonies, especially for those who he views as "impressive", usually other Assassins, due to him liking the calmness of the ceremony a lot. His wish for the grail is to remove the existence of practice weapons.

Kawakami Genzai: Actually giving the skill Swordsmanship seems wrong. As far as I know, it only exists for Imperial Privilege, but it's not really a natural skill. If you know how to use a sword, there is no need to give yourself a skill. At least, as far as I know, there are no servants with that skill yet. Otherwise, the sheet is fine, but I feel it lacks uniqueness. Maybe you should take more time to flesh out your servants? I think it's important to have either a strong skill set/np or a strong personality, but I find both of those to be rather bland in this servant. I think it's fine to have a fairly basic skill set and NP if the meat of the sheet is really the character's personality, and I think it's also fine if your character lacks personality if they have really creative and interesting abilities. But yeah, Kawakami Genzai is lacking in both. At least for me. The sheet isn't bad per se, but I wish you would flesh out your characters more, I'm sure you could write something interesting. No pressure, of course, if you like what you're doing, that's good enough (write the sheet that YOU want to write, not what others want).

One of Caster's less savory traits was his tendency to endlessly seek patronage from various famous figures, often showering them in unearned praises so they'd sponsor his work. By singing his target's virtues Caster can weave a spell temporarily enhancing their parameters. However should they accept this an insidious secondary effect diverts a portion of their Mana to Caster as "payment". Essentially rendering them his secondary Master for as long as the spell remains active. This reflects how Caster's patrons frequently fell out of fortune soon after taking him on, at which he simply hopped to another.

our golden boy is back and is edging towards the 13K comments.
It is simple, but the visuals are compelling and evocative, yet all the personal skills make him feel a bit too important. His 2nd skill couldve been a low-ranked inherent wisdom of sorts.
The aging can be further described as a loss of mana and the passing of opportunities as a lowered LCK stat. The Melancholy could also increase effectiveness of certain Mental Interferences.
I imagine how he can use his quill like the red arrow from GotG, just with stormy visuals and the finisher of his NP is him reciting a poem and his signature is "written" with his flying quill, damaging the enemy.

writing is okay I guess, it is just that the premises you describe do not match for me
heroic spirits remember the conclusion, yet surtr remembers her somewhat.
if that is LB Surtr, how did he get here, why does he have this body and where are the fenrir powers?
another thing is that, while I know you disagree, Surtr should not be a Grand candidate, as he is Divine imo. Because he is divine, the remembering conclusions stuff is off as well, because they act on another level.
If you claim that they manifest as a mortal form, then the 2nd NP feels like it doesnt belong there.
I also disagree with the idea that it is Surtr that represents both the good and the bad of fire in mythology and that it represents rebirth alone. It does have aspects of it, but I believe that there are two other gods that fit that concept better.
Freyr as the sun god shows the good side and he lost to underline the end.
Baldr as the god of light and the one who actually rebirthed and builds up the new world.
Then the last line doesnt match Surtr imo. He wouldnt be someone that regrets their role.
So here is my quick idea to streamline all the concepts: you depict Surtr explicitly as post-ragnarok. the thing with his NP can be fused by not giving him laevatein (we assume now it was destroyed and he burned his divinity along with it to destroy the texture) and instead wields a still burning branch of the world tree. This nerfs him down without making him less "epic". His obsession stems from a lack of purpose.
