One of Shuten-Doji's infamous subordinates, the self-proclaimed 'Four Heavenly Kings' who were only below Ibaraki and Shuten in the group. Self-declared Elder sister of Torakuma-doji and the one with the foulest tempers among the Mt.Ooe Oni, for them to slaughter and eat humans was a joyful activity but Hoshiguma possessed a hatred that went beyond the 'duties' of an oni and often had to be suppressed by the other kings and admonished by Ibaraki. Instead of devouring she made examples of those who resisted and often dragged out the fights, slowly wriggling away all hope until nothing was left but a husk that accept their death

Daughter of a blacksmith in Echigo she was already born with hair and teeth, possessing inhuman strength and a cunning wit she became the tyrant of her hometown and soon enough a local temple intervened, using their strange magics the unaware and unready Hoshiguma was enslaved and forced to serve the temple. The Chief Priest desiring Hoshiguma's strength and body for his own uses forced upon her all sorts of heretic work, throttling within the chains her rage peaked, rage at her mother who abandoned her, rage at her father who negotiated with a demon thus saddling her with this fate, hatred for the villagers that used her, hatred for the villagers that she trampled, hatred for a world that gave her nothing but struggle, soon she attained enough grudges to overcome the seals and devoured the head priest, later destroying the temple and simply leaving for the wilds

Due to her preference of bear skins and allowing her magical energy to run wild she was given the name Hoshiguma (Star-Bear) by humans for the blinding light she gave and the impacts her trampling caused, an unstoppable might akin to a bear's and all caught were smashed or mangled to death. Wandering meaninglessly about Japan she met Ibaraki's group and submitted, no matter how far or fast she ran the coils of the snake (Shuten) that Ibaraki worshiped would strangle her easily. Emboldened by their victories via Ibaraki's charisma and Shuten's power the onis of Ooe began to attack temples and nobles, taking the fight to those who represented the power of the human kingdoms, a country of demons would soon rise and humanity was to become cattle. Running towards the future in full throttle, overrunning humanity and trampling weakness she would for sure one day become a king and surpass Ibaraki and Shuten as long as this momentum was kept....

Alas as history tells Shuten-doji accepted the invitation for a talk and Ibaraki being a yes-woman simply accepted it and dragged all of her subbordinates into the feast where they were poisoned and unable to lift a finger as the Four Heavenly Kings slaughtered them all. An oni who lived for sheer speed and hotblooded brutality died in slowly choking on her own breath as the sword of humans was swung down and took her head.

Personality

A whimsical demon who dresses fancily but speaks thuggish, at moments she talks sweetly but will soon give in to anger at any moment and start swinging her fists around uncaring of who she hits, even if she is fighting for the sake of defending someone. Originally born a human with immense strength the fear and curses of the temple forged her into an oni, despite acting no different than a lord of the era because she was a commoner born with irregular power the people spoke of her in an ill-manner and soon she was enslaved by a temple, there she reached the peak of hatred and transformed. A blazing star that would run all day to never be attached to anything, to never fall in love with anyone, to simply enjoy the present and never think of the future or the past but a certain snake stood in her path and thus the bear ceased her run for she desired to live more.

As a side note seeing the hypocrisy of humans in oni had her losing the vileness of the past and she began to reevaluate herself thus losing status as an 'oni'. Not that she cares for her Ibaraki who flipped between a King, one who would lead their race beyond their own vices and shortsighted foolishness, chose instead to become a simpering fool unable to operate, even think, without Shuten's input, a King who exists solely for the sake of another, bowing and begging for praise is worse than trash in her view as such even if she has to serve under humans as long as they do not break she will take their wishes in certain consideration, at the same breath just charging ahead without care pisses her off just as much

Skills

Mad Enhancement (B): A status of a Heavenly Oni King she can wield the madness inherent within the Saint Graph with massive ease. Strong emotions are a trademark of the Oni to the point it would be seem as insanity within humans so its easy to maintain thoughts and talk but Hoshiguma has the mood of a starving bear so one needs to be careful around her

Personal Skills
Independent Action (B): A life of solitude a willingness to destroy all her past bonds and chase a future of freedom. A trait carried strongly and a wish nutured despite the impossibility of escaping Shuten-doji makes her an oni that chases the tomorrow, a trait unseen and unheard in the earthly Oni....except of a certain girl who could have become King if not....

Bear Down (A+): The image associated with a bear is of a brutish beast who uses its mighty force to get it's way, there is little thought to tactics, stealth or conservation of energy. As Hoshiguma runs her STR and END increase and she begins to change shape so she can keep running, if allowed for long it can gain the potency of a noble phantasm but in exchange when Hoshiguma stops running her momentum and gathered magical energy will go off in an anti-army explosion

Rampage of Ooe's Oni (A): Individual Onis threatening the supremacy of the Imperial Seat were not a rare event but the gathering of many weak oni in a bandit group gave to fear, that demons could build their societies that they could have true kings and soon become an army coupling wisdom and strength only seen in gods and humans. Possessing the greatest speed among her fellows Hoshiguma was often used as a scout, a messenger and the spearhead of attacks, as she runs the sound of her stomps summon the wrath of her subordinates, guttural growls and laughs echo in the rhythm of her running, a prelude to destruction that makes it difficult for the opponent to focus, the blood of the strong boil and the weak faint on the spot

Demonic Nature of Oni (A): Myriad skills granted by an Oni's biology. In her case Hoshiguma is unable to manipulate elements but in exchange she was able to consume magical energy to enhance her body and she heals immensely fast if not hampered by specific magics. The fastest to heal from the divine poison her body twitched and shook as she tried to scream, to warn her fellows, to stand up and....to run away

Noble Phantasm of similar nature to the grudge wielded by Ibaraki, a mutation that grants Hoshiguma the ability to annihilate the works of humans. Their weapons, tools, armor and houses cannot bear her touch and soon crumble, if allowed to run wild she would have become something like the lion of a certain mythology, a grudge not born from a single event but from the very beggining of her story, as she watched the Oni built palaces, title themselves, mimic the culture of humans it was reignited and she became an hermit, not drinking or eating with her fellows. Sharpening her rage and skills in solitude as to not fall for their weakness

I don't have a hard problem with anyone doing dictator Servants either but I think you're taking a too "objective" stance here. While yes evils committed deep in the past aren't objectively any less bad than those closer to the present it's natural that the cultural attitude towards them would be quite different. If you were to take something like the Holocaust or Trail of Tears, there's people now who are close in living memory to victims of those crimes and still suffer discrimination to this day. Alexander or Genghis may have killed an equal or even greater number of people, but no group now identifies with the victims in the same way people do with the Holocaust. When so far into the past it's closer to the realm of literature than history and so more fair-game for making Servants IMO. There's a saying in comedy not to crack jokes about tragedies less than 40 years old and I can see why people would apply that here as well.

Again, I wasn't necessarily disagreeing with the ban. At least that wasn't my intent. I just have a habit of bring up contrarian points to things is all. I get it completely why there's a soft ban on them.
