The fur cloak possessed by Kublai as a marker of her status as the Fifth Great Khan. It is a Noble Phantasm possessed by all Khans when summoned as a Servant, an extremely unusual scenario where the Noble Phantasm is inherited based on the title of the Heroic Spirit. It can be said to be the physical manifestation of Yasa, the law of the Mongols. The law itself was never made fully public, only enforced by those in power. In truth, it was not made for the purposes of formally codifying acceptable behaviour of men and women of Mongolia, but rather as a proof of the authority and the honour of the Great Khan. Because those under the rule of the Empire could not predict that which was illegal for certain, they had to instead act as good people rather than merely lawful subjects.
The mantle as a Noble Phantasm possesses the property of affirming the status of the Khan, rendering them impervious to attacks of a lower Rank, with the exceptions of attacks from "invaders", such as Divinity of an equal or higher Rank than the cloak itself, or from fellow Kings.
Its proper Rank is A+, but in Kublai’s case, because she parted from the path laid out by Genghis Khan, it is decreased for her. In addition, it is further decreased to Rank C for other Khans of the Yuan dynasty. Although normally making her feel shame enough to vomit, her Rider class is perhaps her absolute prime, the height of her worldly accomplishments. She is neither here as the Fifth Great Khan, nor as the White Emperor, but as a hero who stands on both paths. She does not know if it is justified, but regardless, she stands tall enough to show its true appearance.

A spiritual power that Kublai possesses. At the same time, a quality of nature itself. They are two separate elements, working in tandem to produce a Noble Phantasm with an attribute of creation. In Mongolia, the dominant religion is Tengrism, which necessitates communion with the spirits of the land and of one's ancestors. Through the blessing of Genghis Khan who she carries with her, as well as the land that she sanctifies with her presence, it is possible for Kublai to draw clay and water from the ground around her, which follows her commands. Effectively, it is the sublimation of the natural creative talent she possessed in life combined with the enlightened wisdom which she is known for that brought about many new ideas and inventions through the mingling of cultures she brought about. As such, although she can use it for brute force, she finds it far more effective when used in a more refined manner. Mixing the earth and water, she can shape its form in various ways, even transmuting the material into something entirely different like wood or metal.
Naturally, she requires the necessary skills to create such a thing, but she is only limited by her own knowledge in this regard, and the use of Imperial Privilege allows her to engineer just about anything she desires due to its versatility and her specialties regarding the arts and sciences. Regardless of what she creates, whether it be an armament for killing or a shelter for those in need, it is always imbued with a holy attribute thanks to the innate elements within its creator.
In combat, it is her primary weapon: an extremely efficient yet versatile Noble Phantasm that allows her to spontaneously shape any weapon she feels appropriate simply by standing on the ground. Although capable of constructing anything from walls to siege weapons, she generally finds herself most comfortable with firearms, and has no trouble creating weaponry that directly draws on technology from the era she manifests in. Her go-to means of attack is through a pair of submachine guns simply because she enjoys how they feel when she fires them, but she will sometimes use a large cannon when feeling more boisterous, or even melee weapons like scimitars. These weapons possess the same quality of wisdom that designed them, are not ones that will harm the innocent, and will only damage whatever it is that Kublai intends to target — even if such a thing is immaterial, like a curse or the Sixth Imaginary Factor.
Although the Rank is B, she is capable of pushing it even further by pouring power into it in excess of its maximum capacity. Going beyond her limits, the output of the Noble Phantasm transforms entirely, elevating the spiritual status of the land itself to create a new Noble Phantasm. |

From beyond the limit of Alph and Abora comes Kublai Khan's greatest Noble Phantasm. It is a landscape evoking a great paradise, a wondrous transient miracle in the form of a city that will expand continually so long as she supplies it with magical energy to do so. A shining star that has been lost as easily as ash on the wind, it is to the future city of Shambhala as the Sword of Selection is to the Holy Sword of the King of Knights. Although one may try as they might to recreate the city, it will always be lost, never returning to the pinnacle it once was. It is a utopia that cannot and will not ever exist again. And yet, if one were to ask Kublai herself…
"It wasn’t anything special," is what she says, trying to hide her proud smile.
An impossible divine palace that she casually created because it was too hot, but it accidentally ended up being her greatest work. As a Noble Phantasm, it is something like an enormous Bounded Field that rejects all kinds of damage from the outside no matter how high the values are, forcing anyone who wishes to attack it to venture inside to face Kublai Khan at her strongest — because it is "my own land", her fame is automatically raised to the maximum. Furthermore, the land itself is sanctified, defying anything unholy, placing the entirety of the territory under the protection of the Buddha. The city itself possesses the equivalent of Rank EX Magic Resistance, applying that to not only Kublai, but the creatures within its bounds, everyone that she specifically invited inside, and even the very bricks that form the buildings. Furthermore, Kaiping Xanadu is capable of growing to tremendous size with no fixed limit, but as the scale of the construction increases, so too does the cost of upkeep, encouraging Kublai to find a balance of scale and efficiency depending on the circumstances.
Within the city, various laws can be enforced at will by Kublai, such as "damage cannot be incurred", "wounds are healed", "abilities are sealed", and so on. However, the laws themselves cannot create any new properties that do not exist already, and it is theoretically possible to resist these edicts through sufficient Mana or Magic Resistance of one's own. In addition, Kublai's Philosophy Key is empowered to access Privileged Domains by force, as though she had become a shenxian. She gains the ability to use high-level thaumaturgies while within its walls, sacred rites of the highest order. Even though the Philosophy Foundation is aware that she is forcibly accessing forbidden sections without permission and applies great penalties to the efficiency of the Mysteries she is channelling, it remains incredible enough that witnessing it practically compels onlookers to concede that "the emperor really is amazing".
The gardens of Xanadu are filled with all manner of Magical Beasts, including Divine Beasts, of which there are dozens of varieties, originating from China all the way to Greece. It is effectively a self-contained ecosystem where members of the Dragon Kind, Chimerae, Sphinxes, Demonic Boars, and so on all roam freely about, tamed by none other than Kublai herself. She can summon them at will even outside Xanadu, and every single one of them is worthy of being called a Noble Phantasm in their own right. When considering both the quantity and quality of her hundreds of mounts, Kublai suggests that perhaps the son of Lamech would be the one and only Heroic Spirit that can match them. After all, she is also qualified for the Station of the Crown, in no small part thanks to this very garden.
The existence of Kaiping Xanadu alone qualifies Kublai Khan for not one, but three classes: the aspect of the "soul of the land" qualifies her for Caster, while the "verdance of the garden" qualifies her for Rider, and the "justice of the law" qualifies her for Ruler. |
