That reason being copyright.....yeah thats why theres only been 2 episodes. Thanks to copyright law (it hasn’t been specified but my guess is they got a Cease and Desist from Type Moon)
It seems to me that in this case the copyright is not violated.
The copyright laws are so confusing these days that it's hard to know where there is infringement and where there isn't.
