I am amused, but honestly it should really be rated as such:
1) Light/Visual Novel Canon
2) Manga Canon
3) Anime Canon
If only because it's far, far easier for things to go missing or wrong during the Anime's production.

Tiers of canon don't work that way. It's not a quality issue, it's closeness to the original work. The original work itself is Tier 1 canon. Word of God and such is usually Tier 2 canon, Adapted works is Tier 3 canon, Licensed is Tier 4, etc.
Nanoha was born an anime and got adapted to manga, so the anime is higher tier than manga.

Lies. The manga contains enough incompatible details to prevent it from being the same continuity as the anime. Or maybe not. Truths.
*Joke Post* I view the A's manga Omakes as canon, so the reason Vita never uses her adult form is because she's afraid of what Hayate will due to her if she ever sees it. (I haven't read Vivid or Force).

Depends on which manga. The supplementary ones are pretty high on the closeness list, but still lower than the sound stages. The movie manga (along with the movie itself), as well as ViVid and Force (both amusingly) are pretty low there. And the supplementary manga's omake is somewhere in-between - higher than the latter, but definitely lower than said manga itself, because it was mostly made for laughs.
