Well, considering who'd have the easiest access I guess I'll toss my hat in for the CIA. Though IF someone acted to to eliminate this lady (which I am just as skeptical about as the previous death), a second suicide would be far too obvious. Manufacturing a medical emergency (like a late-stage COVID-19 infection, for instance) would be far more plausible.
Of course, they have to actually investigate where , how and who you got COVID from, so other options are still on the table.

Yeah, after avoiding the coasts for a day clearly afraid of something, some guys just swam to the boat and killed him with an air bubble injection all ninja-like. And then it took like half a day for the yacht crew to realize their boss is gone. Sounds legit.
