They care about Ishtar, they don't care about farming materials.
Besides, it's easy to accumulate EXP. Easier than getting any specific material.

I don't get it. If you grail a character you like, you do it because you want them to become better so you can use them more, so why would you not start with something that's far more integral and at least initially cheaper to raise?

Because you are both talking from the perspective of someone who is much more invested into gameplay than they probably are.

I have a friend who has grailed Servants with low skill levels (like 1/2/1 or 1/3/4, stuff like that). They don't care.
They grail the unit because it's special and shiny and shows they care about their favorite character. They don't bother with the skills because the game is easy enough that they don't need to. They don't care about clearing event shops, farming lotteries or even doing challenge quests. They just play the event when it gives a new character, then play again when there's a new story chapter.

"But if you like the character why not make them more useful?"
Because they don't need them to be more useful.

When I told them to level the skills so their Servants are better, they said "Yeah, I'll", and then forgot about it. Because they don't care.

I grailed my CuAlter just because he was my first bond 10 and heavens knows it doesn't improve his gameplay significantly

It's ultimately just the sentiment of it all. And also personally I prefer saving mats for ascension and hate farming so unless you're pretty cheap (like Mash) or I really like you (like Cu) most of my servants are 1/1/1

Well, this was almost literally last minute, but I ended up grinding to 500/500/500 and getting that last Command Code. All but one of the doujins too...
I would try my hand at the CQ but I honestly CBA at this point, I'm ready to drop FGO for a month now.
