I think you've been looking at it in the wrong way. I think Mew and Jirachi have only been distributed once or twice in a way that people can actually get them without going somewhere. And I never did like the roaming Pokemon thing either.

Yeah, Mew and Hitachi were honestly bullshit in how we originally got them, and Roaming Pokémon were sort of a pain, especially if you get bad natures or IVs. I mean, there was some fun in them, but I don't have the willpower to see it through that I had even 4 years ago.
