The intriguing part of Roa assuming he completed Pantheon in the near future is that in his ecstatic ramble he quickly calls Pantheon "his plan" before quickly correcting it to "my plan".
So just whose idea is Roa working with? Brunestud's?
Is it just me hearing it wrong or does Roa refer to himself in the 3rd person when talking about it being proof that his plan is a suceess right afterwards?
Cuz not to kill the Brunestud theory, but it might just mean he just didnt stop dissasociating yet.

To be more exact, I think "Pantheon" refers to either to Arcueid herself, or something to do with her (The Celestial Egg?).
In Arc's route when Roa is being atomized by Arcueid, this is what he says:
His plan is to "activate" (起動) the Pantheon. Both in Type-Lumina and in the Bad End cited here by You, he talks about it like it's someone else's plan ("His" plan). Most likely this is Crimson Moon Brunestud, given the imagery shown in said Bad End (panning over to the sky with a blood moon).Spoiler:
So if we assume that he was trying to do the same thing in France (and indeed, his plan then had something to do with capturing Arcueid there as well) as what he's talking about here...
The picture starts to fall in place: Roa is trying to resurrect Crimson Moon using Arcueid.
I'm gonna guess that the common motive behind Roa and CM collaborating for a ritual that requires Arcueid is their shared interest in her becoming Brunestud, this being the main topic of the conversation between them in KT's Crimson Moon side story. If the point of the ritual is Arcueid being consumed by the Brunestud personality, CM gets his ticket back into the game and Roa gets the thing that he always wanted, the thing he fell in love with to begin with: Arcueid in her purest state (of powerlevels).
Basically, Roa is Dartz.
I still need to rethink stuff after the newest egg comment, but the Pantheon theory that my Animusphere-poisoned brain was going with was that Roa's original goal was to take his knowledge-hungry eternal journey beyond our cozy little Earth. He mentions in the Ciel Day 14 intro that the purpose of the eternal journey was to reach humanity's end goal not as an observer (Zelretch reference?) but as an active participant.
And how do the Arcueid and red moon man play into this? Well, both baby Shiki in the prologue and Roa'd Shiki in Ciel 14 refer to the moonlit sky as the dome blocking the way to the cosmos (宙を塞ぐ天蓋). To get to where he wants to, Roa would need to open a hole in the dome, by perhaps taking the bigup there and making it descend to theBrunestudmoon.ArcueidEarth
By the way, the IRL Pantheon is a temple known for it's huge full moon-shaped hole at the top of its dome. Conveniently the topic of OSP's most recent video, if you want a light avenue to be more informed about it, but I don't think the connections between the IRL Pantheon and Roa's Pantheon will extend beyond "dome with a hole to the cosmos".
