Olga has been remarkably preoccupied with being dead off-screen for the last 7 years with no direct scenes to her name since, so not really no.
She would only show up in that form in front of Sion, so... megane!Sion might encounter her one day.
Is that a weirdly phrased/translated way to say "look forward to the winter batch of characters" or "we're getting someone new aside from the 2 for winter". I'm betting on weird translation considering they'd say 新しいキャラクター regardless if it's 1 or 2.

I'm betting on Alice and Arihiko, I would expect Arihiko to join the game after the Night of Wallachia shows up, but the maids are already in anyways.
I'm not sure who would qualify as an unexpected character outside of a new Tsukihime character(Andrei, Kiara, even the DAA that comprise Ciel's IB), Lev or the like tbh. Maybe it's a case of you'd never imagine a guest character like Touko would show up!... or someone from another fighting game series? Either way I hope it's actually a character connected to Tsukihime's world so we get some setting development.
Lore reasons and to keep the mystery probably.
