I'm dubious on if we'll get a Grand Rider Noah or not, mostly because King Hassan's dialogue and statements imply that he may actually be Noah. In Singularity 7 he specifically gives the name Ziusudra for himself, the Mesopotamian equivalent of Noah (and considering the Abrahamic religions also originate in or around Mesopotamia Noah may or may not be the same as Ziusudra). While I don't know if it's ever been confirmed if he is Ziusudra, everyone involved basically says "that isn't a name you use / claim lightly / as a joke" meaning it's very possible he is.
Other evidence supports this like him not exactly liking Rameses the 2nd from what we can see (We know his history with the Abrahamic religions and Moses), his extreme religious fervor, the fact that his sword is named after the Angel of Death from the Abrahamic religions1, the fact that he wasn't happy with Cursed arm putting a demon in his body, the fact he seems to know at least some stuff about Ancient Mesopotamia (based on comments towards Tiamat), it all points to a possibly solid case that he wasn't lying.
1 Who King Hassan may or may not be the same person or figure as; With both his valley of death skill, his ability to seemingly be unaffected by Tiamat's Nega-Genesis, possibility indicating divine protection or the protection of another God's authority, and the fact that it's noted he has a Natural Body skill indicating a perfect body which he modified the form of. Plus we know the guy was around and alive for thousands of years if he was Ziusudra to kill the other Hassans when they went astray, indicating he very well likely isn't human as even the best methods of immortality most mages have either have serious downsides or probably wouldn't last for 4.5 millennia. Plus consider the guy was good enough to toy with a empowered member of the knights of the round and outmatch him in swordsmanship and power, which is very odd for an assassin, indicating possibly he isn't human or he has had a lot of time to practice.
Umm...I guess you've been out of the loop when it comes to Fate/Grand Order Arcade then?

[[ This here is Grand Rider Noah, just recently revealed yesterday I believe. ]]

If it's just making it sunny, regardless of the mechanics behind it, I can't see it going beyond B rank.

I was thinking of including additional effects that give him passives when in sunlight in general. I was originally thinking of mana regeneration, since he was a farmer and the main reason he was worried about the sun being gone was because it would both put everyone in darkness and kill everyone's crops, so my thoughts were "growing crops = mana regen"; however he already has two other skill which regen mana for him, so I doubt he'd need a third effect for that. I also considered the idea of increasing his divinity ranking while in the sun (yes, he has divinity for lore reasons), considering he gained divinity after he talked to the sun (plus he was worshiped as a deity). Those were the two choices I thought up the other day, but I'd probably end up leaning more so towards the latter choice.
I’m actually considering giving a grand berserker Adam kadmon prompt for the secret Santa contest. What ideas for noble phantasm’s do I give for the prompt?
More than just "unfair" it is explicitly against the rules of the last few Secret Santa events.

Do we know how the Secret Santa contest will actually work? Can we use any historical/mythological person, or do we have to follow a theme? Will someone be in charge of handling the exchanging of servant ideas, or will it be a more open thing?
