Also lines being more visible under moonlight has been a thing since the OG, but now it's put in the rules officially and in addition moonlight reveals the dots. I wonder why.

No, total darkness hides the lines too. It's the faint moonlight that makes them stand out.
Shiki first met death under the moonlight (in the prologue), so it makes sense that he has an easier time finding death there.

Also, some poeple say they baited us with a badass taiga, but she is shinji, im not sure and thi is not a shinji diss . Yeah, they quite suck at the one thing they care , and they end really petty about it, but its like sayin kohaku and sakura are the same because they both are abuse victims. Her sadism towards vampires is a bit justified considering her backstory and before the bit messed with her head, she basically just tried to do her job. I find her endearing in a tragic way

Maybe it was a spur of the moment? Since the previous teacher got killed by Roa? Okay, the plan could still have been to get Noel into the school as a teacher and what happened provided them with a good opportunity to insert her as naturally as possible to the student body... or Noel could have seen the opportunity and jumped on it.
Suggestion magecraft goes a long way.
