No, whoever wrote it in Japanese put the mistake in. They put out that tweet to apologize for the mistake in Noel's profile. The translators were just given the wrong information to begin with.

They do. Basically, the Church considers him a threat on equal level to the other Ancestors, but the Ancestors themselves don't acknowledge him as one of them, and thus he's not given an actual seat.
