Background
The fifth Emperor of the Roman Empire who lived in the
Rome Singularity. As she lay dying from a wound of her own making, the rivers of innocent blood she shed cried out and filled her corpse, which would become the incubator from which an Evil of Humanity would eventually emerge. At the same time, the human soul of Emperor Nero Claudius remained intact, thus becoming an existence born to play the role of "a Beast's placenta". This was the first time Nero welcomed the setting sun.
When Beast VI/S successfully completed her eclosion, and the chrysalis that was Emperor Nero's corpse was emptied of the evil it was to store, it was discarded, left to die its natural death. And yet, Emperor Nero's rationality continued to persist. This was the second time Nero welcomed the setting sun.
When the Mother of Abominations attempted to drown all worlds in the limitless depths of her dissolution, Draco instead drew the seas of calamity into her empty Grail, and drinking from it poisoned her like the emperor's mother had done so many times, so many years ago. And yet, Emperor Nero's love burned as bright as ever. This was the third and last time Nero welcomed the setting sun.
As to why she has answered the summons of her sworn enemy, that truth lies only with those who have survived the
Convergent Singularity-- and they don't seem to be in the mood to tell.
Character
A Nero Claudius who has been forced to play the role of antagonist in this morality play. When she appeared in the
Babylon Singularity, the ratio between Nero's personality and that of the Beast residing within her was roughly 1:4, but this has been reversed upon becoming a Servant.
Nero-Draco's personality does not fundamentally change as a result of giving away her True Name; rather, it is the knowledge of her True Name that sheds light on her prior behavior.

Incarnadine Golden House-- a copy (or perhaps mockery) of Emperor Nero's Golden Theatre, whose walls, floor, and ceiling are made from the Demonic Beasts that Nero-Draco controls. Those trapped inside are crushed to death by means of constriction.
Emperor Nero invited people inside, wanting to immerse them with merriment, but Draco imprisons people, intending to save them by means of despair.
