He's also not voiced. Which is weird if it were just to be a costume.
Meanwhile Shinbei is voiced despite having Shibata tier animations, so this Guda Guda's theme as a whole seems to be "baffling choices"
Shinbei only has Quick cards in his current deck (according to the datamining, at least), so I guess that's the animation we see.
Do we have some idea as to who voiced Shinbei with what we have?

I wonder if, considering this event is supposedly connected to Heiankyo, Douman will turn out to be the main villain, sincehe and Sephiroth share their voice actor.
He might also not be a finished product yet, it wouldn't be the first time they've shown limited animations for a future servant.
In Caenis' case, the limited animation during Atlantis was understandable since their playable version debuts in Olympus, a separate chapter. Same goes for Melusine with the way chapter was split. But Gudaguda is a stand alone event with conflict concluded in the same chapter, so it's weird for him to be unfinished.

How does Keikenchi keep getting away with this. He asks for so many characters every time. All the other writers just make do with the servants they already have. Smh.
To make players salty when they proceed to never get them. Nobukatsu got lucky being the first gudaguda NPC and being a popular as he was I guess
On the bright side, he has plenty of materials to use for in Redline's backstory. I can see members of Oda's faction and the Shinsengumi make appearance during flashbacks and other instances like in an NP in the future. Apo manga also benefits from those, as seen in Astolfo's flashback where Charlie and the other Paladins are shown.
I guess ppl forgot how Keikenchi saved pre-launch FGO.

I think is because he doesn't ask for them, he makes them. Except for Old Li, dude has written all gudaguda servants so far.
Even Himiko is most likely his since she got a backstory chapter on the Gudaguda Ace RE manga series.
I really wonder how many more servants he most have ready in the backlog to make his Sengoku Basara and Gintama parodies, dude won't stop till he has made them all

serious Keikenchi is underrated honestly.
For many events, introducing few characters hurts the story of the events. That are lot of events whose antagonist is an evil version of the event SSR or welfare because who else is going the villain, making the plot an excuse plot. So good on Keikenchi for introducing all those characters.
As for why many can't be playable, according to a discussion in the general thread, DW is limited in how many new units they can make.
