Tough question. Even if I were a teenager again, so many TM heroines have deep-seated issues that I wouldn't want to deal with in a girlfriend, but All isn't quite right either because there are a few exceptions.
So mine's just a gut pick. I don't like Akiha's personality, sorry. I don't hate her but she isn't someone I'd want to spend any amount of time with. Girlfriend who might invert is highly undesirable. Also incestuous impulses are a bit of a turn-off.
My answer probably still stands.

If I could, I'd change my answer to Akiha. I at least like Saber as a friend, but Akiha? Get that abusive brocon away from me, and Shiki for that matter.
I don't even care about the "abusive" part, nor do I care about the brocon. Her himedere shitck is SO FUCKING ANNOYING, Nasu is a miracle man for not making me want to crawl out of my own eye sockets every time she appeared on screen. I liked when she inverted because then the protagonist would also beat the shit out of her with reason.

Akiha's route should never have existed, and honestly, it'd be more interesting if she accepted Vlov's offer to be his 11th wife.
Rin was my original answer, but I changed it when I remembered Shiki's ability to cut through abstract concepts like space and magic future powers. Though I guess whether your being obliterated by spell, claws, or eyes are identical if you are a normal human.
To be honest, the Fate heroines are kind of like balanced scales: Rin looks nice, but tsunderes are a little less enticing IRL; Sakura is nicer, but…; Saber is a middle ground in a way, but I don't particularly like her for some reason.
To be extra honest, the true heroine of Fate is Cu. Best girl.

I don't know, she's quite possessive. And I'd expect she'll only accept if he leaves his other wives. She has no problem with the offer itself, but she's totally against a harem.
Still would be a more interesting conflict, and Shiki would not be under her thumb. Honestly, I just want her out. Her behavior rubs me the wrong way, and if I met her in real life, I'd probably be fantasizing about her murder.
