My thoughts are thus follows:

• This trailer being voice acted is a little weird since iirc it's been confirmed that there's no voice acting in the game. I wonder how well her personality will translate once she is muted and with limited animations.
• The teeth really bother me, I don't know why.
• If she's meant to be a spoof off of V-tubers, I wonder if she'll actually look like that IRL. Probably since I can't see GF bothering to make two separate designs for a mere Gym Leader.
• I'm going to assume her "partner" is either a regional evolution or just straight up new so I won't bother trying to guess.

Designs like that aren't super uncommon. It's a streetwear thing. You have the huge jacket but also the really large collar so you can still a more form fitting top inside.

I've seen plenty of examples before, mostly original designs. I can't find any now though.
