I'm pretty convinced that Italy, Greece, India, Egypt, Iran, Iraq, China, and Israel/Palestine are surefire powerhouses, the Real Madrids if you will. They have a ton of top tier servants from ancient history down to the medieval period. Along with that, they all have a lot of depth servants from all historical periods.

Honestly while Jesus has the potential to be OP, his actual legends show him doing only very tame stuff (despite being theoretically omnipotent). Moses is a better bet but even then the plagues are hardly that powerful compared to other legends.
