Yes, he's the old man mentioned in the 5th anniversary interview.
There aren't Free Quests, the chapter disappeared in completion and there are just LB7 locked now above LB6.
Have you checked in Main Interlude?
The chapter's free quests are in the main interlude tab, where Heian-kyo is as well.

Tbh, first time we were finally showed all servants/confirm their identities my first thought was pick up 2 would be Quijote, Joan and Zhang Jiao with Moriarty as this year anniversary servant. But she doesn't have battle animations while Moriarty does so I don't know anymore.
The ones without animations are Joan(Or Johanna based on the spelling), Tametomo, Xu Fu, and Sengoku Sniper(?). The anniversary might have the anniv. Servant alongside a batch of lower rarities. Probably too much hopium, but eh.
