The Investiture is a real historical war overlapped with a wholly mythological Xian war happening at the same time and bringing magic superpowers to the human war it's intertwinned with. It's treated as real in FGO.

Water Magin is also based on a real event but using no real characters. It's treated as fiction in FGO.

Huyan does have an arc about disguising and assassination, but in general the achievements they are usually associated with is more about military tactics and martial arts which makes Caster or Rider a better choice for class. So maybe Empusa also has an influence in that with its legend.
