Np probably being some form of electrical thing, maybe make the kite a spear ? But give him innocent monster making him more like the eye of providence
My ideas are Archangel Uriel (said by Milton to have the best eyesight in all of Heaven and often depicted with a black and red colorscheme. Not sure how to justify him being a mech but angels are weird) or Argus Panoptes (eye motif is obvious, appearance could tie in to the Greek mech-gods. Although I've already kinda' done a sheet for him...).
