I think they say it more because of the Castoria effect than anything else (that is, launch a character that will be very important for the story in the future, be it in a lostbelt or Pseudo like Castoria or even Konyanskaya) although from what I've heard Arcueid is more of a character given out for the anniversary than an important character in itself in the future and even if it was one I wouldn't want it to be for this lostbelt, I feel like this lostbelt would be pretty ruined if it ended up being more of a fanservice fest than its own plot and story, but who am I to give an opinion?
Yes, that's the take, but as usual for the fate fanbase it's a superficial one that doesn't take more than surface level facts into consideration (both are anniversary and Artoria was used in the next Lostbelt, therefore Arcueid will be a major character in LB7 because it happened before) rather than doing something like reading their profile or the circumstances behind their inclusion and other facts like foreshadowing. Unlike Artoria, Arcueid has 0 foreshadowing, confirmation or anything more than "theres a type in there and it would follow the Artoria pattern" to back it up.
Clearly Arc is here to take over Valentine's Day 2023 after LB7 is done. She'll recharge our batteries before we go to Fuyuki/Chaldeas/whatever is the final place.

Funny thing is, I automatically thought the ウォーム part as just meant UOM. My brain is too Olga-centric right now.
I don't post a lot, but somehow the fact that LB7 is actually coming for real this time made me get back into FGO a bit more seriously. I'm not sure about Arc having an actual role in the chapter. I think it would be cheap if she appears and solves everything, and too underwhelming if she appears and, for the lack of a better term, does nothing and loses against U-Olga Marie and/or ORT. A small cameo would be better, I think. What she has going for her is the chapter title, which would clearly fit her, but it could just refer to U-Olga Marie. I get the feeling that LB7 will be the end of U-Olga Marie (or at least of her role as primary antagonist) since she seems to be pretty prominent, with both her voice in the PV, Nasu confirming that Chaldea is fighting her, and the "The one who rules the planet" seemingly referring to her self-declared title.
