imo Keikenchi Ieyasu is not established yet.
Well, not the real deal, at least. The one established in Keikenchi's manga is his body double.
His ability doesn't have a name yet, but I personally refer to it as 'Omni-Class'. He can change into all seven base Classes at a whim, with the only downside is each Class is tied to certain NP, and he'll lose the Class if the related NP was destroyed or stolen. So he's very versatile.
Japanese fanfic writers love to shit on Ieyasu most of the time. Guess because he won by staying in power and outliving all his rivals? Doesn't really fit with Japanese romanticism and how they tend to value the losers more than winners.
He's mostly seen as sort of cowardly, iirc. He reaped the benefits of the two other more active unifiers of Japan by basically just sitting back.

Japanese history beyond the Heian period personally doesn't interest me and figures from that time period in Japan have no draw.
With that said, Guda Guda 6 was such a good event. Someone said it's their favorite event in the history of FGO and I second that. This was in no small part due to Takasugi- he was so charming and made for a great antagonist. The dude didn't become the most requested NPC because people want more Meiji characters or because of his historical name power. It's not even (solely) because he's hot- there are plenty of hot NPCs that didn't make the cut. He's super popular because of his writing in that event.
If someone told me we were getting a rando Meiji era character I would be all whatever for sure. But basically don't judge the dude and his hype until you've actually read the event, especially if you only play NA/couldn't read the event in JP.
It's amazing how gudaguda went from dumb joke events to really interesting character ones
